PROBLEM TO BE SOLVED: To advise a change in subscriber information with a mechanism that is simpler to a subscriber. SOLUTION: A subscriber information managing device 1 stores the subscriber information and conditions for determining message contents to be advised, a notification destination of the message and a notification time of the message. When the subscriber information is changed, a notification message based on the conditions is prepared and distributed to a message receiving terminal 4 used by the subscriber.
