PROBLEM TO BE SOLVED: To provide a cosmetic containing a composite powder which is stably present in production without causing disintegration, and exhibiting the effect of the composite powder by the formulation of a small amount thereof. SOLUTION: The composite powder obtained by covering the surface of a flaky powder with a particulate powder and further covering the covered powder with a transparent film-forming agent can stably be present without being dropped by physical stimulation in the production process, and can sufficiently exhibit the effects by the formulation of a small amount thereof.
