摘要 <p><P>PROBLEM TO BE SOLVED: To solve a problem in which a conventional device which uses four divided image encoding parts as QCIF encoder to realize encoding of a moving picture of CIF size without increasing an operating frequency requires four-fold power consumption. <P>SOLUTION: A divided image encoding part 52 comprises a divided image I-picture encoding part 52a, a divided image P-picture encoding part 52b, and divided image B-picture encoding parts 52c and 52d, and performs encoding in parallel for each picture and also encodes four divided image signals for each divided picture on a time-division basis, so that the total computational quantity and hardware quantity of the divided image encoding part 52 are eight times as large as a I-picture encoding computational quantity. Since the encoding is carried out by the four divided image encoding parts which can encode any picture type before, the hardware quantity becomes 12 times as large as that in I-picture encoding calculation.
