PROBLEM TO BE SOLVED: To provide an easy-to-handle high performance electric double layer capacitor advantageous in the cost because activation is not advanced extremely, i.e. the density of active carbon itself is not lowered, and thereby a high yield is ensured, and to provide its manufacturing method. SOLUTION: In the electric double layer capacitor employing active carbon fibers as a solid polarizing electrode material, the activated surface area can be increased by making the fiber diameter thinner. Consequently, the specific surface area can be increased remarkably without requiring high degree activation or intricate control of thin hole distribution. Since conventionally unavailable remarkably fine phenol resin based fibers are employed, an electric double layer capacitor having high capacity and density as compared with a conventional one can be produced without increasing the production cost.
