PROBLEM TO BE SOLVED: To generate a generator polynomial for obtaining a basis suitable for successive extension. SOLUTION: In a generator polynomial generating device, the following procedures are carried out: a procedures to generate generator polynomial candidates, a selection procedures to select one of the generator polynomial candidates f(x), and an inspection procedure to inspect whether the selected candidate f(x) is irreducible. When the candidate is determined as irreducible in the inspection procedure, the selected candidate f(x) is outputted as the generator polynomial; and when determined as not irreducible, the selection procedure and the inspection procedure are repeated.
