PROBLEM TO BE SOLVED: To provide a filter manufacturing device which has a few manufacturing processes; realizes the simple and correct fitting of a filter medium; and consequently, can diminish the generation of a non-conforming article, and a method for manufacturing a filter. SOLUTION: The device 13 manufactures a filter 10 structured of the filter medium 12a tensely attached over the lower end opening of a cylindrical body 11. In addition, the device has a mold 16 with a gap 17, for forming flange-like burrs, which is provided on the outer peripheral side of the lower end part of a recessed part 27 for molding. Besides, in the device, a cutting part 22 for cutting burrs, is constituted of an upper end angular part 19a of a punch 19 for extruding the filter 10 from the mold 16 and a lower end angular part 14c of a core part 14b wherein the recessed part 27 for molding is formed.
