PROBLEM TO BE SOLVED: To perform communications between a mobile terminal and a base station device even when the mobile terminal is present at a place where a receiving level of a common channel is low relatively to the base station device. SOLUTION: At the place such as at home or in the office where the environment of connection with a base station device 20 is not changed, while registering information required for communications between a mobile terminal 10 and the base station device 20 in advance, fixed communication environment information is set in both the mobile terminal 10 and the base station device 20 even in the environment that the common channel can not be connected, and transmission power greater than that of the common channel is transmitted/received from an individual channel, so that communications can be performed only with the individual channel.
