PROBLEM TO BE SOLVED: To provide a communication system in which data of high arrival priority are transmitted without being made defective with the other data. SOLUTION: In transmitting/receiving terminals 1a-1c capable of data communications with a base station, time frames 32a-32c corresponding to each of data transmission are mutually synchronized. In the time frames 32a-32c, time slots 32a-32f for a predetermined time length are provided, and a cluster time slot is formed from the time slots 35b-35e. In such a case, work data of high arrival priority are transmitted for each cluster time slot in the time slot 35b, and location data of low arrival priority are transmitted in the time slots 35c-35e. The time slot to perform data transmission is separated in accordance with the arrival priority, thereby the occurrence of data defects is suppressed with respect to the data of high arrival priority.
