PROBLEM TO BE SOLVED: To eliminate excessing heating capacity and heating capacity shortage in starting of heating by controlling water temperature according to the heating load. SOLUTION: The supply temperature can be switched according to the heated state of a place to be heated and the rising property and comfortableness of heating can be provided by preparing a hot water return temperature sensor 24 for detecting the temperature of water returned from a terminal, estimating the temperature change and heat radiating state at the terminal by the temperature detected by the hot water return temperature sensor 24, and switching the control temperature of a high temperature sensor 6.
