PURPOSE: A buckle for preventing the looseness, which is released only by a user, is provided to improve the safety for a third party by installing a looseness preventing device so that nobody but a user releases the buckle. CONSTITUTION: The buckle includes: a buckle body(10); a lifting part(50), arranged on the center of the buckle body(10); an upper dial mounting, arranged on the upper part of the buckle body(10); and a lower dial mounting, arranged on the lower part of the buckle body(10). The lifting part(50) comprises: a hanged piece on its one side; an outer lift rod on its other side; an upper lift rod on its upper side; and a lower lift rod on its lower side; and besides a spring pin, arranged on the outer lift rod and fixing a spring. An upper dial(21) with a lift rod(23) and a rotary lift plate(22) is arranged on the upper mounting, and a lower dial(24) with a lift groove(25) and a rotary plate(27) is arranged on the lower dial mounting.
