PURPOSE: A system for saving charges on Internet web sites is provided to induce many users to join in an effective energy saving/unfortunate neighbor helping campaign through an interesting/natural charge payment process. CONSTITUTION: A member(10) connects to a server(30) through the Internet(20) and receives a service. The server provides the service to the member. A billing institution(40) bills/receives various kinds of charges of the member. An unfortunate neighbor(50) receives donation of the member through the server. A database(35) stores all information needed for operating the system. The member joins in a game provided from the server and pays the charge to the server. The member performs the charge saving for one month based on an average charge, receives a reward depending on a result after a game period is ended, and joins in the unfortunate neighbor helping campaign by a free choice of the member.
