PROBLEM TO BE SOLVED: To provide a variable form mirror in which driving efficiency is improved. SOLUTION: A variable form cylinder mirror 100 includes a mirror substrate 110 and a driving electrode substrate 120. The mirror substrate 110 includes a rectangular frame member 111 having a rectangular through hole, a flexible thin film 112 which is supported by the frame member 111, and a reflective thin film (namely mirror) 113 provided on the flexible thin film 112. It is preferable that the flexible thin film 112 is an organic thin film. The reflective thin film (namely mirror) 113 is composed of a metal thin film, its surface functions as an optical reflection plane and the reflective thin film itself functions as an electrode. The driving electrode substrate 120 includes a substrate 121, a driving electrode 122 which is formed on an upper surface of the substrate 121, and a pair of heaters 126 positioned on both sides of the driving electrode 122.
