PROBLEM TO BE SOLVED: To provide an evacuating device for evacuating from tsunami or flood entailed by a great earthquake. SOLUTION: An evacuating tower 10 has a high elevation evacuation place 24 provided at a height higher than a predicted water level upon an occurrence of an emergency like the tsunami or the flood, and a climbing means 21 for climbing up to the evacuation place 24. The evacuating tower 10 includes a fixing means 4 for fixing the evacuating tower 10 to an installation base. The evacuating tower 10 comprises a plurality of struts 12 spaced apart and connected to one another.
