PROBLEM TO BE SOLVED: To provide a machining device and a machining method suitable for creating an antenna panel of three-dimensional curved shape high in shape accuracy and profile irregularity by eliminating restrictions on the working rotation speed of a rotating tool and arranging the blade tip height not by adjustment based on measurement but by actual elimination. SOLUTION: This machining device is provided with a control means for moving the rotating tool 1 wherein the cross section of a tool rotating locus forms a part of a circle, in a prescribed tool feed direction in the inclined state of the rotation axis to a normal of a machining surface at each machining point, and transfers the shape of the rotating tool to the surface of a workpiece 2 by the relative motion of the rotating tool to the workpiece. In the rotating tool, the cross section of the tool rotating locus is formed as a part of the circle by non-contact truing, and diamond single crystal is applied to each blade part, with controlled crystal orientation.
