<p><P>PROBLEM TO BE SOLVED: To provide a frame interpolating apparatus which can avoid the degradation of an image quality due to a frame interpolation by determining a status of an image displayed on a screen and interpolating a set frame with a suitable pixel value according to the status and the method. <P>SOLUTION: The frame interpolating apparatus comprises a calculation part which detects a mutual matching block with respect to a reference frame and a previous frame, a determination part which determines the status of the image displayed on the screen according to a video signal by comparing each matching block, and an interpolation part which selectively determines the pixel value of an interpolated frame according to a determination result of the determination part.
