PROBLEM TO BE SOLVED: To provide a method capable of forming a protective layer without giving thermal damage to a plastic optical fiber. SOLUTION: A plastic optical fiber (POF) 11 having PMMA as the main component is formed. Elastomer urethane (13) which is hardened at 80°C is contained in a resin pot. When the POF 11 is fed through the resin pot 12, the elastomer urethan 13 is coated on the POF 11 to form a primary coated optical fiber 15. The primary coated optical fiber 15 is transferred to a water tank 17 whose temperature is adjusted to 80°C. The elastomer urethane 13 is hardened to become a protective layer 15 having the thickness of 450μm. Since the POF 11 is heated at 80°C at the time of obtaining a coated optical fiber 21 by forming the protective layer on the fiber 11, degradation, etc., of PMM are not generated. Thus, the POF 11 does not affect optical properties of the optical fiber. In addition, the protective layer having thickness which has sufficient mechanical strength can be formed.
