<p><P>PROBLEM TO BE SOLVED: To carry out band control for the whole of a flow group and fairly distribute a band among respective flows within this flow group. <P>SOLUTION: A plurality of flows 1-n are classified into predetermined groups. Token packets are individually assigned to respective flows 1-n. For example, token packets 32-34 are assigned to flows 1-3.
