PROBLEM TO BE SOLVED: To provide an apparatus and a method for manufacturing the rotor of an electric motor which can manufacture the rotor in which a magnet is strongly fixed in a magnet insertion hole and which can certainly pass magnetic flux. SOLUTION: The apparatus for manufacturing the rotor of the electric motor includes a cover 2 for holding the magnet 6 at a position corresponding to the magnet insertion hole 5a of the rotor core 5, and a push holder 4 for inserting the magnet 6 held by the cover 2 into the magnet insertion hole 5a by moving the magnet 6 into the rotor core 5. The push holder 4 inserts the magnet 6 held by the cover 2 into the magnet insertion hole 5a of the rotor core 5 in a state that the push holder 4, the rotor core 5 and the cover 2 are rotated at the shaft 5b of the rotor core 5 as a center at the same rotational speed.
