PROBLEM TO BE SOLVED: To provide an exhaust emission control device for an internal combustion engine, accurately promoting the re-combustion of unburnt gas in a combustion chamber of the internal combustion engine to prevent the exhaustion thereof. SOLUTION: The exhaust emission control device comprises an exhaust flow control valve 24 using an actuator 27 for variably controlling the opening of a valve element 25 provided in an exhaust passage Re of the internal combustion engine 1 to restrict an exhaust flow, an exhaust valve variable control means 34 for variably controlling at least one of a valve opening timing for the exhaust valve and a valve lifting amount to control the increase/reduction of an aging valve opening area, an operation information detecting means 55 for detecting operation information for the internal combustion engine, and a control means 9 for controlling the drive of the exhaust valve variable control means 34 to restrict the exhaust flow with the exhaust flow control valve 34 and increase the aging opening area of the exhaust valve 5 when determining that the internal combustion engine is at a cold condition determined temperature Tc1 or lower according to the operation information for the internal combustion engine.
