PURPOSE: An apparatus and a method for naturally purifying sewage and wastewater in high efficiency are provided to shorten construction period, simply remove oil and ABS contained sewage and wastewater, smoothly absorb contaminants including malodorous materials, perform recycling/dilution treatment and maximize nitrogen treatment efficiency. CONSTITUTION: The apparatus comprises a treatment tank in which a lower space (b) and a contact part consisted of concrete wall body of a plurality of hole perforated contact part, contact material (a2) and low stall (a3) are formed, and which comprises precipitation separation tank(31), first contact aeration tank(32), sedimentation tank(33) second contact aeration tank(34), contact filtration tank(35) and discharge tank(36) so that sewage and wastewater are transferred through sewage transfer pipe(5) and treated, wherein the sedimentation separation tank is divided into sedimentation separation tank first chamber(31a), sedimentation separation tank second chamber(31b) and sedimentation separation tank third chamber(31c) and additionally equipped with catchment tank, catchment pump, air transfer pipe(12) and sludge return pipe(11), the concrete wall body of a plurality of hole perforated contact part is replaced with a perforated pipe (a4) which has the same depth as the contact material, and on which a plurality of holes are formed, sewage and wastewater flow into the sedimentation separation tank first chamber and the sedimentation separation tank second chamber by an oil-water separation pipe (a1), an organic matter supply member(6) is separately installed in contact material of the contact filtration tank, the first contact aeration tank is divided into first contact aeration tank first chamber(32a) and first contact aeration tank second chamber(32b), and the second contact aeration tank is divided into second contact aeration tank first chamber(34a), second contact aeration tank second chamber(34b) and second contact aeration tank third chamber(34c).
