PROBLEM TO BE SOLVED: To provide a method which does not require any pH value adjustment and pretreatment; also does not require a large-scale, high-cost engineering work and any investment in equipment; continuously purifies a large volume of fouled running water and forcibly creates a water current by artificially saved energy consumption in a closed broad stagnant water area and thereby separates contaminants by flocculation to be grown and effects rapid purification to realize a purified successful condition. SOLUTION: This method efficiently employs a mixed and stirred water current generating function effectively combined with the characteristics of a naturally produced inorganic flocculation effect exerting material and an ultra-energy saving-type rocking reversal motion mechanism. In other words, the method makes the best use of the function to separate and purify a large water volume of a fouled dispersion dispersed over the entire area through a process of efficiently mixing, stirring and flocculating into a growth by the help of a vortical water current created by the rocking reversal motion mechanism, in utilizing the function to rapidly mix a flocculation function exerting agent with water to be treated and the vortical water current.
