PROBLEM TO BE SOLVED: To obtain a hair bleaching agent composition and a hair dyeing agent composition reducing a pungent odor and providing the hair with excellent brightness. SOLUTION: The hair bleaching agent composition that is prepared by mixing a first agent containing at least ammonia and an alkanolamine with a second agent containing at least an oxidizing agent in use comprises (A) a homopolymer of methacryloyloxyethyltrimethylammonium chloride.
