PROBLEM TO BE SOLVED: To provide a developing roll that has excellent conductive control and toner electrification properties and with which a satisfactory image can be obtained. SOLUTION: The developing roll has a shaft 1 and composing layers 2, 3, and 4 formed on the external circumferential surface of the shaft 1. Among the composing layers 2, 3, and 4, the surface layer 4 is formed from a conductive composition containing (A) binder polymer and (B) carbon black having silica fixed to the surface thereof.
