PROBLEM TO BE SOLVED: To exactly predict variation of resource quantity in use of each module in an information processing system and to autonomously adjust restriction of the use amount of resources according to the variation. SOLUTION: A generation means 102 acquires a transaction generation amount for each module from a storage means 101, and generates transition of the use amount of the resource predicted from transition of transaction generation amount by the use of a function indicating correlation of past transaction generation amount and the use resource amount.
