PROBLEM TO BE SOLVED: To provide a steering device of a wheelchair and the wheelchair equipped with the steering device with which even a hemiplegic person can easily drive and steer the wheelchair. SOLUTION: This steering device 1 can be mounted on the wheelchair. This steering device 1 is equipped with a support member 2 connected to a leg pipe 3 disposed in the front part of the wheelchair, a steering wheel 4 rotatably mounted to the support member 2, a footrest 8 which is disposed above the wheel 4 and is rotated together with the wheel 4, and a return spring 12 which energizes the wheel 4 upward or slantingly upward so as to maintain the wheel 4 in the state floating a little upward from a floor face U. Steering of the wheelchair can be executed by lowering the wheel 4 and bringing the wheel 4 in contact with the floor face U by pressing the footrest 8 from upward by the foot sole, and rotating the wheel 4 by rotating the footrest 8 by the foot sole.
