PROBLEM TO BE SOLVED: To virtually form a file system even when the DVD-RW of an intermediate state in which no file system is recorded is loaded. SOLUTION: In a DVD recorder, access control is executed by a driver layer 41, a UDF file system layer 42 for reading/writing data in a DVD-RW by referring to a file system, and a database layer 43 for accessing the UDF file system layer by referring to contents management information for managing contents stored in the DVD-RW. In the database layer 43, TMP_VMGI being the management information of an intermediate state is read from the DVD-RW, and a file system is temporarily recorded in the UDF file system layer 42 by referring to information therein.
