PURPOSE: Provided is a method for preparing a crosslinking agent which can provide an elastomer by the removal of an alcohol. CONSTITUTION: The method comprises the step of mixing 100 parts by weight of an organopolysiloxane having at least two hydroxyl groups, 0-7 parts by weight of a silane represented by RSi(OR1)3 (wherein R is a methyl group or a vinyl group; and R1's are identical or different one another and are a methyl group or an ethyl group) and/or its partial hydrolysate, an organosilicon compound having at least one radical bonded to silicon by carbon and containing a basic nitrogen, a tin catalyst, and optionally a filler, a stabilizer and/or an additional additive under the condition that the tin catalyst is added to the organopolysiloxane having at least two hydroxyl groups or the mixture containing the reaction product of the organopolysiloxane only when 1-60 % of initial Si-OH groups exist.
