<p><P>PROBLEM TO BE SOLVED: To make congestion reduction of a service area and improve the usability of the service area. <P>SOLUTION: When a vehicle 100 enter the service area, the present time is recorded as entering time datum on a recording part of the vehicle. When vehicle goes out of the service area, the entering time datum is read, the amount of utility time of the service area is calculated by figuring out differences between data of the entering time and the present time. Then a calculated utility time of the service area is decided whether it exceeds a preliminary set charge-free utility time or not. If the utility time of the service area exceeds the preliminary set charge-free utility time, the rest of the time is charged on the vehicle.
