PROBLEM TO BE SOLVED: To provide a wireless base station control apparatus capable of reducing occurrence of call interruption when a mobile terminal moves at a high speed through microcells. SOLUTION: The wireless base station control apparatus 1 for controlling wireless base stations forming wireless communication cover areas comprising microcells instructs a wireless base station for managing cells to reserve a wireless communication band so as to attain wireless communication in three cells predicted as a succeeding movement destination to a movement destination cell from the movement destination cell to which the mobile terminal moves in the case of handover processing to the mobile terminal moving at a high speed thereby reducing occurrence of call interruption when the mobile terminal moves at a high speed.
