PROBLEM TO BE SOLVED: To provide a device and a method for voice activity detection that can accurately detect voice activity even if a voice signal has color noise. SOLUTION: The voice activity detection device 100 is capable of accurately detecting the voice activity of even a voice signal with which much color noise is mixed by dividing the voice signal into frames when the voice signal is inputted, mixing white noise with the frames to make peripheral noise white, extracting a random pattern representing how much a whitened frame is random from the whitened frame, sectioning the frame into a voiced frame and a noise frame with the extracted random parameter, and then calculating the start position and end position of a voice according to them to detect the voice activity.
