PROBLEM TO BE SOLVED: To troubleshoot an abnormality detector for detecting the abnormality of a cell. SOLUTION: The abnormality detector 7 outputs an abnormality detection signal to a charging/discharging controller 10 when the voltage of each cell constituting a battery pack 1 exceeds a first prescribed voltage. The charging/discharging controller 10 diagnoses that the abnormality detector 7 is correct if the abnormality detection signal is outputted from the abnormality detector 7 when the battery pack 1 is so charged that the voltage of the battery pack 1 exceeds a voltage of (first prescribed voltage×the number of cells constituting the battery pack).
