PROBLEM TO BE SOLVED: To provide a latent cold heat-storing material composition that can effectively utilize the latent heat for heat absorption/heat radiation accompanied by the phase change at the coagulation point/the melting point by setting the temperature of the circulating water to relatively lower (4-10°C) in the heating and cooling system for the air conditioner. SOLUTION: The latent cold heat-storing agent composition comprises 100 pts.wt. of a eutectic crystal including calcium chloride hydrate having the composition represented by general formula: CaCl<SB>2</SB>-nH<SB>2</SB>O (wherein n is 4.5-6.5) and sodium sulfate hydrate having the composition represented by general formula (Na<SB>2</SB>SO<SB>4</SB>-nH<SB>2</SB>O), 10-30 pts.wt. of polyhydric alcohol, particularly ethylene glycol, 0.1-20 pts.wt of salts, e.g., a mixture of strontium chloride, barium chloride, borax or the like, and 1.0-20 pts.wt. of salts and complex salts, e.g., lithium chloride or lithium carbonate and 0.1-20 pts.wt. of a filler that is used in combination with sepiolite or sepiolite/sodium silicate. This latent cold heat agent composition is used as a cold heat medium for an air conditioner that coagulates at a temperature of≤5°C to emit heat and melts at a temperature≥10°C to absorb heat.
