PROBLEM TO BE SOLVED: To provide a manufacturing method of a steering wheel capable of improving joining strength and an outer appearance and improving productivity and the steering wheel. SOLUTION: A pair of half bodies 27, 38 is oscillatory-welded by oscillating both of the half bodies 37, 38 at specified amplitude while applying pressure on them in the direction in which they approach so that the half body 37 is relatively displaced in the peripheral direction of a rim part 21 against the other half body 38 by an oscillatory welding device in a state where top surfaces of welding parts 50, 55 are made contact with each other.
