<P>PROBLEM TO BE SOLVED: To provide a planar lighting system capable of achieving reduction in size and uniform illumination. <P>SOLUTION: A plurality of light emitting diodes (LEDs) 1 that emit white light are provided in a direction horizontal to an outgoing surface 2B of a light guide plate 2. A light diffusing means 4 is provided between the light guide plate 2 and the LEDs 1. The light diffusing means 4 has refractive index distributions that are different between a direction vertical to the outgoing surface 2B of the light guide plate 2 and a direction horizontal thereto. The light diffusing means 4 is made up of stacked layers of a nearly rectangular-prism-shaped transparent resin having a plurality of types of refractive index, which are bonded to each other with an adhesive that allows light emitted from the LEDs 1 to pass therethrough. The light diffusing means 4 is bonded to the LEDs 1 and to the light guide plate 2 with an adhesive that allows light emitted from the LEDs 1 to pass therethrough. Light emitted from the LEDs 1 is diffused or converged by the light diffusing means 4, and is incident on an end face 2C of the light guide plate 2.
