PROBLEM TO BE SOLVED: To provide a garbage charging device, a garbage collection system and an operating method thereof capable of reducing the exhaust capacity and the time required to collect garbage. SOLUTION: This garbage charging device is provided with a main tubular member 31 with one end 31b closed, a tubular member 32 for charging the garbage from a tip thereof, a ventilation shut-off means 33 for shutting off the ventilation of the tubular member for charging, and intake port opening/closing means 36 and 37 for opening or closing an intake port 31a, which is provided in a part over from the described one end of the main tubular member to a branch part of the tubular member for charging to the atmosphere.
