<P>PROBLEM TO BE SOLVED: To solve the following problem: in a conventional method wherein a tag attached to a commodity, recording data is practically used for stock management or the like of the commodity, it is not preferable in security that contents are uniformly disclosed when high-secrecy information is included, and inconvenience is generated when it is necessary to disclose the contents to a specific person if encrypting all data. <P>SOLUTION: In this IC tag, an encryption method for record data can be converted if necessary. An encryption method conversion device transmits a conversion command of the encryption method to the IC tag. A decryption device decrypting information from the IC tag.
