An apparatus and method for creating and resurfacing ice for skating purpose s. The apparatus comprises a rigid frame, a water dispersion member connected t o the frame, a mat connected to the frame, and a water supply conduit connected to the water disperson member. This device is well suited for indoor and outdoor commerci al public and private skating rinks, for community parks rinks and, for home or residential skating rinks.
