The device has a sheet (1) which is stretched in a manner to form a plane surface whose normal corresponds to direction of a vehicle to be intercepted. A position of the sheet is fixed with respect to reference point that constitutes ground. The sheet has a width corresponding to width of the vehicle to be intercepted. The sheet has a height corresponding to height of bonnet in the front of vehicle.
