PROBLEM TO BE SOLVED: To provide a fixing device for reducing maximum usage power of an outside power source, by efficiently consuming electric power supplied to a device outside, and to provide an image-forming apparatus. SOLUTION: The fixing device has a capacitor 16, a heating means 6 for heating to supply power from the capacitor 16, a fixing member heated with the heating means 6 and heats toner on a sheet with the fixing member to be fixed on the sheet. The device is provided with a power control means 11 for supplying electric power from the capacitor 16 to the heating means 6, without supplying electric power from the outside power source 15 to the heating means 6.
