PROBLEM TO BE SOLVED: To perform communication by flexibly and selectively using different networks in the case of using a dual mode radio terminal as a mobile station. SOLUTION: The mobile station 1 creates registration information indicating identification information of the mobile station 1, an allocated address, and identification information of first radio equipment which communicates with a cellular phone base station 3 as mobile station identification information, a mobile station address and radio equipment identification information when the address is allocated from a cellular phone base station 3, indicating the identification information of the mobile station 1, the allocated address, and identification information of second radio equipment which communicates with a radio access point 4 as the mobile station identification information, the mobile station address and the radio equipment identification information when the address is allocated from the radio access point 4, and transmits the registration information to a home agent 2. The home agent 2 manages a mobile station address by associating it with combination of the mobile station identification information and radio equipment identification information indicated in the registration information.
