PROBLEM TO BE SOLVED: To provide a multi-branching optical coupler excellent in properties such as PDL and uniformity by evenly fusing a plurality of optical fibers, and to provide a manufacturing method therefor. SOLUTION: In the periphery of an optical fiber 21 as a center optical fiber for an input-output optical fiber, three output optical fibers 22 to 24 as peripheral optical fibers are mal-distributed so that their centers are positioned in the area lower than a straight line X passing through the cross-sectional center Q of the optical center 21 and are further positioned under the straight line passing through the cross-sectional centers R and S of the optical fibers 22 and 23 positioned most outside. The optical fibers 22 to 24 are located so as to be separated from each other around the optical fiber 21, and are fused and fixed to each other in the neck down area 25 formed in the central part of the optical fibers 21 to 24, and are also optically coupled.
