PROBLEM TO BE SOLVED: To provide an apparatus and a method for producing foam by which minute foam can be produced, and foam floating on the liquid level disappears very soon. SOLUTION: The foam-producing apparatus is for producing foam underwater. The water contains 0.001 to 1 mol/L of a substance having carboxyl groups, and a value 47-140 obtained by dividing the molecular weight by the number of the carboxyl groups, and a pH of at most 4. Alternatively, the water contains 0.001 to 1 mol/L respectively of a substance having carboxyl groups and amino groups in the molecule, and a value 94-280 obtained by dividing the molecular weight by the number of the carboxyl groups, a substance having a plurality of hydroxyl groups in the molecule, and a value 38-73 obtained by dividing the molecular weight by the number of the hydroxyl groups, a substance having ester groups, and a value 47-140 obtained by dividing the molecular weight by the number of the ester groups, or a substance having sulfonic acid groups, and a value47-140 obtained by dividing the molecular weight by the number of the sulfonic acid groups.
