PROBLEM TO BE SOLVED: To provide a weak solvent-based sealer formulation which, when applied on a highly water-absorptive base material such as a calcium silicate plate and a coating film is further formed thereon, gives sufficient adhesiveness between the base material and the coating film. SOLUTION: In the weak solvent-based sealer formulation, one containing a solubilized polymer ingredient (A) and a dispersed polymer ingredient (B) and using a weak solvent as the solvent, the above solubilized polymer ingredient (A) contains a low molecular weight polymer (a-1) having a number average mol.wt. of 2,000-6,000.
