<p><P>PROBLEM TO BE SOLVED: To efficiently discharge impurities with a small amount of water to be discharged. <P>SOLUTION: Elastic bags 1 fitted to the tips of hoses 2 are inserted into a main pipe 21 through a branch pipe 22, the bags 1 are inflated by introducing air from the hoses 2, and a flow velocity is increased by decreasing the cross-sectional area of an in-pipe channel. In this way, the impurities S are transferred downstream, the bags 1 are moved downstream in turn while the hoses 2 are pushed into the bags 1, and the impurities S are discharged.
