PROBLEM TO BE SOLVED: To provide a video signal changeover device capable of effectively utilizing voice information for monitoring, for example, by detecting and identifying the presence or absence of sound at a place, where a camera is installed, as a change in a monitoring region at the side of a video signal changeover device for switching video and voice to the camera, where the change is detected. SOLUTION: The video signal changeover device has a control means. The control means inputs a plurality of output signals of an imaging means and that of a sound detection means provided corresponding to each of the imaging means and switches the input signals for outputting.
