PURPOSE: An information recording medium and an information processing method, an information processing device and a reproducing device are provided to decode coded information to decode image information, and to set a variable rate of the coded information to permit a smaller average rate than a reproduction rate while a bigger value than the reproduction rate is permitted for a peak rate. CONSTITUTION: Coded information is read to decode image information, and is decoded according to a decoding procedure. A variable rate of the coded information is set such that an average rate of the variable rate can be smaller than a reproduction rate for every specific interval, and a bigger value than the reproduction rate can be permitted for a peak rate.
