PROBLEM TO BE SOLVED: To provide a polyacrylonitrile (PAN)-based carbon fiber having a high strength. SOLUTION: This PAN-based carbon fiber has:≥17.6 % void rate expressed by the following formula: Void rate (%)=ä1-(d<SB>obs</SB>×ρ<SB>obs</SB>)÷(d<SB>gra</SB>×ρ<SB>gra</SB>)}×100; and N/C (%) elemental analysis ratio is expressed by the following formulae: N/C (%)≥0.3799T-5.9343 and 24.5≤T≤45, wherein: T is a carbon fiber having specific resistivity range of the carbon fiber (Ωg/m<SP>2</SP>); d<SB>obs</SB>is a surface distance d<SB>002</SB>value (nm) in a wide angle X-ray measurement (diffraction angle: 26°) of the carbon fiber; d<SB>gra</SB>=0.335 nm, the surface distance d<SB>002</SB>value (nm) (theoretical value) in the wide angle X-ray measurement (diffraction angle: 26°) of graphite;ρ<SB>obs</SB>is a specific gravity of the carbon fiber; andρ<SB>gra</SB>=2.268, the specific gravity (theoretical value) of the graphite.
