<P>PROBLEM TO BE SOLVED: To provide an apparatus and a method for manufacturing an electrode where a higher-performance electrode is manufactured by applying a powdery electrode material to an electrode structure with an electrostatic screen coating method. <P>SOLUTION: A straight electric field 30 occurs between a screen 14 and an electrolyte membrane 10 (receiving base 12). A platinum catalyst 20 which is negatively charged and pushed out of the screen 14 is accelerated by means of the electric field 30 to collide against the electrolyte membrane 10.
