PROBLEM TO BE SOLVED: To provide a moisture permeable waterproof civil engineering sheet capable of permitting the sufficient permeation of air while suppressing the penetration of rainwater into the ground, and its manufacturing method. SOLUTION: This moisture permeable waterproof civil engineering sheet is manufactured by laminating a nonwoven fabric comprising thermoplastic fibers and a polymeric compound having a low melting point and thermally fusion-bonding them integrally. The civil engineering sheet has a coefficient of water permeation of about 1.5×10<SP>-2</SP>cm/s or below, an air permeability of about 0.25 cc/cm<SP>2</SP>/s or above and moisture permeable waterproof properties.
