PROBLEM TO BE SOLVED: To provide a management device which enables the start of service of many pieces of equipment installed in a wide area to be simply managed in such a manner that personnel costs are made lower. SOLUTION: This management device is composed of a base member 3 which surrounds an operating member 2 of equipment 1, a guard member 7 which is coupled to the base member 3 and which enables the operating member 2 to be handled in an opening position, and a latch member 8 which is engaged with a step part 15 on the side of the base member 3 when the guard member 7 is in a closing position, so that the guard member 7 can be unopenably locked. A slide plate 21 of a code matching lock 6, which is mounted on the guard member 7, abuts on the latch member 8. An unlocking code string of the lock 6 is allocated as a personal identification number in each piece of equipment 1; before the start of the service of the equipment 1, the personal identification number is transmitted from a manager to a person vested with legitimate use authority in accordance with a use notice from the person vested with the legitimate use authority; and the person vested with the legitimate use authority performs an unlocking operation for the lock 6 according to the personal identification number, so as to open the guard member 7.
